Legislation on 12 volt wiring

My query is whether it is legal in NZ to wire a stand alone (not grid tie) PV, controller, battery and 12 volt wiring set up for a small dwelling as a DIY project or whether an electrician must be used? I've contacted the local council who say they don't know and I've contacted suppliers of solar arrays and received mixed answers. I think that NZ standards have a separate section for ULV (ultra low voltage) but I'm struggling to find out real specifics. Any help on the legislation would be much appreciated.

I think you'll find it called extra-low voltage
and in this case, provided it is isolated from the 230volt system could be done as non prescribed work

12 volt you can do yourself. But be careful , 12 volts can still create a fire . Make sure you use Quality fuses and or circuit breakers. Ask questions if not sure. There is an American forum on solar and wind called Wind sun that has an excellent forum.
